COMMISSIONERS OF INSOLVENCY. The Commissioners of losolvency are appointed by the Secretary of the Treasury. For their powers, duties, and compensation, and the manner prescribed for application for relief by an Insolvent Debtor, together with the form of proceedings on such application, see act of 211 March, 1831, Vol. X. p. 124, and act of July 14, 1832, Vol. XI. p. 106.

The acts of 1831 and 1832, which expired on the 2d of March, 1834, were revived and coutinued for three years by the act of 7th June, 1834 ; Vol. XIII. p. 93. This latter act also provides for the relief of the debtor in cases where his surely or co-surety máy be dead, or absent in paris unknown), if the Secretary of the Treasury shall be satisfied that the property of such deceased or absent surety sha!l not be sufficient to satisfy the debt due to the United States : and it further authorizes the Secretary of the Treasury to cause satisfaction to be entered upon judgments against such insolvents as have been, or inay be, relieved under the provisions of these several acts, At Portland, for the District of | At Ballimore for the District of Maine.

OFFICERS OF THE CUSTOMS. The principal officer employed in the collection of the duties on-inports and connage, is the Collector, to whom the Naval Officer is ai once an aid and a check. The Surveyor superiutends and direcis the inferior officers of the customs, and all three are appointed by the President and Senate. They formerly helil their offices for an indetivite period : but, by an act of 15th May, 1820, iheir appointment is now limited to four years. Weighers, Gaugers, Measurers and Inspectors, are appointed by the Collector, with the approbation of the principal officer of the Treasury Department.

For the duties of these several officers, see the act of Congress, of the 2d of March 1799. Public Appraisers are authorized by

an act of the 2016 of April, 1818. Their business is to appraise imported. goods, subject to cluty ad valorem, when they are suspected to have lieen mvoiced below the true value. They are appointed by the President and Senate, and hold commissions during the pleasure of the President. Assistant Appraisers are authorized by the act of May 28, 1830.
