An act to prescribe the punishment of Consuls, Commercial Agents, and

others, in cerlain cases. Be it enacted by the Senate and House of Representatives of the United States of America in Congress Assembled, Thai if any Consul, Vice Consul, Commercial Agent, or Vice Commercial Agent, shall knowingly and falsely cer

isy to any invoice, or other paper, 10 which bis certificate is by law autborized or required, he shall, on conviction thereof, in any court of competent jurisdiction, forfeit and pay a fine not exceeding ten thousand dollars, at the discretion of the court, and be imprisoned for a term not exceeding three years, at the like discretion.

(Approved, 3d March, 1835 ) FOREIGN MINISTERS &C., IN THE UNITED STATES. During the past year the following changes have occurred in the Foreign Missions to the Uvited States:

The mission from France has become vacant by the recal of M. Serurier, late Envoy Extraordinary and Minister Plenipotentiary, and of M. Pageot, who had been accredited Chargé on the departure of M. Serurier. The right honorable Sir Charles R. Vaughan, G. C. H. Envoy Extraordinary from Great Britain, has returned home, and Charles Bankhead, Esq, bas been decredited Chargé. Don Angel Calderon de la Barca, has been received as Envoy Extraordinary from Spain, in place of Chevalier Francisco Tacon. Joaquin Cesar de Figaniere e Morao, has been received as Chargé d'Affaires from the Queen of Portugal. And Domingo Acosta, as Chargé from New Granada, in addition to his former appointment of Consul General. The mission from Chile has become vacant by the recal of Manuel Carrallo, late Chargé from lihat Republic.

For the protection of the persons of foreign ministers, by the act of 3011 April, 1790, it is provided that if any urit or process shall at auy time be sued forth or proseculed by any person or persons, in any of the courts of the United States, or in any courts of a particular State, or by any judge or justice therein, respectively, whereby the person of any anhassador, or other public minister of any foreign prince or state, authorized and received as such by the President of the United States, or any domestic, or domestic servant, of any such ambassador or other public minister, inay be arrested or imprisoned, or his, or their goods or chattels be distrained, seized, or attached, sůch writ or process shall be deemed and judged as utterly null and void, to all intenis, constructions, and purposes, whatscerer.

In case any person or persons shall sue forth or prosecute any such writ or process, such person or persons, and all attorneys or solicitors prosecuting or soliciting in such case, and all officers executing any such writ or process, being thereof convicted, shall be deemed violators of the laws of nations and disturbers of the public repose, and imprisoned not

exceeding three years, and fined at the discretion of the couri. citizen or inhabitant of the United States, who shall have contracted debts prior to his entering into the service of any ambassador or other public minister, which debis shall be still due and unpaid, shall have, take, or receive, any benefit of this act; nor shall any person be proceeded against by virtue of this act, for having arrested or sued any other domestic ser. vant of any anıbassador or other public minister, unless the name of such servant be first registered in the office of the Secretary of State, and by
