Roll called. The following gentlemen were present and answered to their names: Messrs. House bill No. 406, "An act making appropriations to the insurance department," was read the third time.

Mr. Butler offered a substitute for the entire bill, which was adopted.

Mr. St. John offered the following amendment: "The sum of $500 is hereby appropriated for clerical force in connection with the insurance department in the office of the Treasurer of State." Upon which a vote was had and the amendment did not prevail.

And the question being, Shall the bill as amended pass? the roll was called with the following result: Yeas, 21; nays, 2.

Mr. Butler, from the conference committee on Senate bill No. 128, asked and by unanimous consent obtained leave to make the following report:

MR. PRESIDENT: Your conference committee on Senate bill No. 128, "An act to exempt certain territory from the operations of an act entitled 'An act for the protection of stock from disease,' approved February 26, 1867, and all the amendments thereto thereafter made," beg leave to recommend that the House recede from its amendments, and the bill be allowed to pass as it originally passed the Senate.

PRESIDENT: I am instructed to inform the Senate that the House of Representatives has non-concurred in Senate amendments to House bill No. 363, "An act making appropriations for the state university for the fiscal year ending November 30, 1873," and has concurred in Senate amendments to House bill No. 33, "An act defining the duties of county clerks and township and city assessors."
