Gentlemen voting in the affirmative were: Messrs. Blair, Brandley, Barker, Grimes, Guerin, Judd, Martindale, McFarland, Moonlight, Morrill, Murdock, O'Neil, Rogers, Simons, St. John, Wilson, V. P., and Winter.

Gentlemen voting in the negative were: Messrs. Butler, Edwards, Ely, and Topping.

Gentlemen absent or not voting were: Messrs. Crichton, Johnson, Martin, Matheny, McWirt, Palmer, Price, Schmidt, Simpson, Walker, Wilson, J. C., and York.

And so, a constitutional majority having voted in favor of the passage of the bill, the bill passed and the title was agreed to. Ordered that the Secretary inform the House thereof.

Mr. Ely moved that the Senate do now adjourn, which motion did not prevail.

House bill No. 247, "An act to secure civil rights to citizens of this state," was read the first time.

House bill No. 406, "An act making appropriations to insurance department," was read the first time.

House bill No. 329, "An act to provide for building a boom across Big Blue river, in Marshall county, Kansas," was read the first time.

House bill No. 389, "An act making appropriations for expenses of investigations," was read the first time.

Substitute for House bill No. 237, "An act to amend section 101 of chapter 36 of the general statutes of 1868," was read the first time.

House bill No. 366, "An act to amend section 160 of article 10, chapter 82 of the general statutes of 1868," was read the first time.

House bill No. 315, "An act for the relief of the board of education of the city of Independence," was read the third time, and the question being, Shall the bill pass? the roll was called with the following result: Yeas, 18; nays, 1.

Mr. J. C. Wilson moved that the reading of the journals be dispensed with, which motion prevailed.

Mr. Edwards, chairman of the special committee on House bill No. 141, made the following report:

referred House bill No. 141, "An act relating to counties," have had the same under consideration, and I am directed to report the said bill to the Senate with the recommendation that it be passed with amendments hereto attached.

Senate bill No. 115, "An act to authorize counties of over thirty thousand inhabitants to issue bonds."

Senate bill No. 142, "An act to authorize Kentucky township, in Jefferson county, Kansas, to issue the bonds of said township to the amount of ten thousand dollars, as a loan to Charles Thompson, for the purpose of establishing a merchant's flouring mill in said township."

Senate bill No. 36, "To authorize railroad corporations to purchase the bonds and stock of other companies, and to indorse and guarantee the same, and foreclose mortgages."

Senate bill No. 38, "An act to legalize the organization of the Junction City and Fort Kearney and Kansas and Nebraska railway companies."

Senate bill No. 103, "An act to establish a common field in Brown county, Kansas."

Senate bill No. 53, "An act to amend section 3 of an act amendatory of an act entitled 'An act relating to counties and county officers,' approved February 28, 1871."

Senate bill No. 116, "An act to limit the time for the transferof the bonds of Atchison county to the Atchison, Oskaloosa and Lawrence railroad company."

Senate bill No. 10, "An act to add Elm Grove township, of Labette county, to the forty-fourth representative district."

Senate bill No. 60, "An act to vacate that portion of the town site of the city of LeRoy, Kansas, as lies southwest of the Neosho river."

House bill No. 366, "An act to amend section 160 of article 10, chapter 82 of the general statutes of 1868," was read the second time and referred to the committee of the whole Senate.

House bill No. 329, "An act to provide for building a boom across the Big Blue river, in Marshall county, Kansas," was read the second time and referred to the committee of the whole Senate.

House bill No. 237, "An act to amend section 101 of chapter 36 of the general statutes of 1868," was read the second time and referred to the committee of the whole Senate.

House bill No. 389, "An act making appropriations for expenses of investigations," was read the second time and referred to the committee of the whole Senate.

House bill No. 247, "An act to secure civil rights to the citizens of this state," was read the second time and referred to the committee of the whole Senate.

'Mr. Edwards moved that the Senate resolve itself into committee of the whole for the consideration of bills on the calendar, which motion prevailed.

After some time spent therein the committee arose, and through its chairman made the following report:

MR. PRESIDENT: Your committee of the whole Senate have 'had under consideration House bill No. 394, "An act making appropriations for the current expenses of the state asylum for the deaf and dumb," and I am directed to report the said bill to the Senate with the recommendation that it be passed.

House bill No. 360, "An act making appropriations for the support of the blind asylum," and recommend that it be passed. House bill No. 363, "An act making appropriations for the state university for the fiscal year ending November 30, 1873," and recommend that it be passed as amended.
