MESSAGE FROM THE GOVERNOR.

The following message from the Governor was received and

read:

STATE OF KANSAS, EXECUTIVE DEPARTMENT,
TOPEKA, February 25, 1873. )

To the Senate: I have this day approved Senate bill No. 55, "An act to repeal an act to provide for issuing the bonds of Mound City township, Linn county."

Senate bill No. 14, "An act supplemental to 'An act in relation to roads and highways, embraced in chapter 89 of general statutes of 1868, section 28.""

Mr. Brandley moved that Senate bill No. 153, "An act for the protection of prairies from incursions by fire," be made the special order for 2 o'clock P. M., which motion prevailed.

INTRODUCTION OF BILLS.

Mr. Grimes introduced Senate bill No. 155, "An act to amend section 21 of chapter 6 of the revised statutes of Kansas," which was read the first time.

Mr. Grimes moved that the rules be suspended, and that the bill just introduced be read the second time and referred now, which motion prevailed, and Senate bill No. 155, "An act to amend section 21 of chapter 6 of the revised statutes of Kansas," was read the second time and referred to the committee on judiciary.

BILLS ON THIRD READING.

Substitute for House bill No. 39, "An act to amend an act entitled 'An act to incorporate cities of the second class, and to repeal former acts,' approved February 28, 1872," was read the third time.

On motion, its further consideration was postponed until 11:30 A. M.

House bill No. 36, "An act to create the fifteenth judicial district, and to provide for a judge thereof, and for holding the terms of court therein," was read the third time.

Mr. Barker moved that the further consideration of the bill be postponed, and that it retain its place on the calendar, which motion prevailed.

REPORTS OF COMMITTEES.

Mr. Topping, chairman of the committee on roads and bridges, by consent made the following report:

MR. PRESIDENT: Your committee on roads and bridges, to whom was referred House bill No. 204, "An act to legalize certain highways in Clay county," have had the same under consideration, and I am directed to report the said bill to the Senate with the recommendation that it be passed.

MR. PRESIDENT: Your committee on roads and bridges, to whom was referred House bill No. 200, "An act to change the name of a certain road," have had the same under consideration, and I am directed to report the said bill to the Senate with the recommendation that it be passed.

PRESIDENT: Your committee on roads and bridges, to whom was referred House bill No. 241, "An act to establish a state road through the counties of Republic, Jewell, Smith, Phillips and Norton," have had the same under consideration, and I am directed to report the said bill to the Senate without recommendation.

PRESIDENT: Your committee on roads and bridges, to whom was referred House bill No. 196, "An act to locate a state road from Toronto, Woodson county, Kansas, to Coyville, Wilson county, Kansas," have had the same under consideration, and I am directed to report the said bill to the Senate without recommendation.

MR. PRESIDENT: Your committee on roads and bridges, to whom was referred House bill No. 259, "An act to declare certain section lines public highways," have had the same under consideration, and I am directed to report the said bill to the Senate with the recommendation that it be passed.

Mr. V. P. Wilson moved that the Senate resolve itself into committee of the whole for the consideration of Senate bills Nos.

53 and 151 and local bills on the calendar, which motion prevailed.

After some time spent therein the committee arose, and through its chairman made the following report:

MR. PRESIDENT: Your committee of the whole Senate have had under consideration the following bills:

Senate bill No. 53, "Relating to townships and commissioners' districts in Dickinson county," and I am instructed to report the bill to the Senate with the recommendation that it be passed.

Senate bill No. 151, "An act relating to the construction of a mill dam across the Smoky Hill river," and recommend that it be passed.

House bill No. 166, "An act to authorize Home township, Nemaha county, to issue bonds for a certain purpose, and upon certain conditions therein named," and recommend that it be passed.

Senate bill No. 88, "An act to, regulate and fix the terms of court in the fifth judicial district," and recommend that it be passed.

On motion, the report of the committee of the whole Senate was agreed to.

Mr. Blair moved that the Senate resolve itself into committee of the whole for the consideration of bills upon the calendar, which motion prevailed.

After some time spent therein the committee arose, and through its chairman made the following report:

MR. PRESIDENT: Your committee of the whole Senate have had under consideration House bill No. 3, "An act to enable certain minors to exercise the rights of majority," and I am directed to report the said bill to the Senate with the recommendation that it be passed as amended.

Senate bill No. 95, "Making an appropriation to the state horticultural society of Kansas," and recommend that it be passed.

Senate bill No. 43, "To create the sixteenth judicial district,

and to provide for holding terms of court therein," and recommend that it retain its place upon the calendar.

Senate bill No. 106, "To provide for the examination and licensing of the county superintendents," and recommend that it be rejected.

Senate bill No. 48, "To amend an act entitled 'An act amendatory to an act entitled an act for the assessment and collection of taxes,' approved March 3, 1869," and recommend that it be rejected.

Senate bill No. 85, "An act to provide for the permanent survey of lands," and recommend that it be rejected.

Senate bill No. 125, "An act to establish the Kansas reform farm and school," and Senate bill No. 127, "An act to establish a state reform and industrial school," and recommend that they be referred to a special committee of three.

Senate bill No. 78, "To amend section 14 of an act entitled "An act fixing the fees of certain officers and persons therein named,' approved March 2, 1868," and recommend that it be rejected.

Senate bill No. 99, "To amend section 58, chapter 80, of the general statutes of 1868," and recommend that it be rejected. M. A. O'NEIL, Chairman. The question being upon the adoption of the report, Mr. Blair moved to except Senate bill No. 99, which motion was lost. A vote being had, the report of the committee of the whole Senate was agreed to.

Mr. Grimes, chairman of the committee on state library, by consent made the following report:

MR. PRESIDENT: Your committee on the state library, to whom was referred House bill No. 192, "An act in relation to the state library and the duties of the State Librarian, have had the same under consideration, and I am directed to report the said bill to the Senate with the recommendation that it be passed.

MR. PRESIDENT: I am directed to inform the Senate that the House of Representatives has passed the following bills:

Senate bill No. 3, "An act authorizing minor Albert A. Brown,

to exercise the right of majority," with amendments thereon noted.

House bill No. 276, "An act for the change of name of Carrie E. L. Engle.

House bill No. 120, "An act to legalize the official acts of the eity council of the city of DeSoto, a city of the third class, in Johnson county, Kansas."

House bill No. 383, "An act to authorize Kansas City, Kansas, to make certain improvements therein named."

House bill No. 46, "An act to amend an act entitled 'An act to legalize building, loan and savings institutions, and to declare their acts valid,' approved March 3, 1870."
