MR. PRESIDENT: Your committee on engrossed bills have examined the following bills:

Senate bill No. 47, "Relating to killing of stock on railroads;" Senate bill No. 1, "An act to remove disabilities;" Senate bill No. 16, "An act concerning universities and institutions of learning;" Senate bill No. 18, "An act to amend section 139 of the civil code of civil procedure;" Senate bill No. 56, "An act to authorize Montgomery county to issue bonds to pay the indebtedness of the county;" Senate bill No. 36, "To authorize railroad corporations to purchase the bonds and stock of other companies and to indorse and guarantee the same, and foreclose mortgages;" Senate bill No. 55, "To repeal an act to provide for issuing the bonds of Mound city township, Linn county;" and find the same correctly engrossed.

PRESIDENT: Your committee on manufactures, to whom was referred Senate bill No. 133, "An act to amend an act entitled 'An act to amend an act entitled 'An act to encourage the manufacture of salt,' approved February 21, 1866,” have had the same under consideration, and I am directed to report the said bill to the Senate with the recommendation that it be passed. PRESIDENT: Your committee on printing, to whom was referred Senate bill No. 121, "An act relating to the publication of statements of insurance companies in newspapers," have had the same under consideration, and I am directed to report the said bill to the Senate with the recommendation that the substitute herewith submitted be passed.

MR. PRESIDENT: Your committee on federal relations, to whom was referred Senate joint resolution No. 2, "Relating to the sub

mission of the question of the relocation of the capital of the State of Kansas," have had the same under consideration, and I am directed to report the said bill to the Senate with the recommendation that it be referred to the Senator composing the delegation from the Twenty-fifth Senatorial district, as shown by the diagram presented by the introducer of the resolution.

Mr. O'Neil, chairman of the committee on fees and salaries, made the following report:

MR. PRESIDENT: Your committee on fees and salaries, to whom was referred Senate bill No. 120, "An act to amend 'An act regulating the salaries of county superintendents,"" have had the same under consideration, and I am directed to report the said bill to the Senate with the recommendation that it be referred to the committee of the whole.

MESSAGES FROM THE HOUSE.

The following message from the House of Representatives was received and read:

MR. PRESIDENT: I am directed to inform the Senate that the House of Representatives has passed the following bills:

Substitute for House bill No. 99, "An act to amend section 48 of the school law of the State of Kansas;" House bill No. 118, "An act authorizing school district No. 1, of Barton county, to issue additional bonds;" House bill No. 117, "An act authorizing the county commissioners to issue and sell the bonds of the county of Barton."

The following message from the House of Representatives was received and read:

MR. PRESIDENT: I am directed to inform the Senate that the House of Representatives has passed the following bills:

House bill No. 177, "An act to authorize Labette county to issue bonds to pay its indebtedness;" House bill No. 113, "An act to amend sections 5, 13, 14, 29 and 30 of chapter 105, in relation to strays;" House bill No. 182, "An act to locate a state road from Larned, Pawnee county, to Hays City, Ellis county;" House bill No. 154, "An act to authorize the board of county commissioners of Jefferson county to issue and sell the bonds of said county, for the purpose of completing bridges;" House bill No. 25; "An act to declare certain section lines public highways;" House bill No. 176, "An act to vacate a part of the Eldorado and Emporia state road;" House bill No. 168, "An act to amend section 24 of 'An act fixing the fees of certain officers and persons therein named,' approved March 2, 1868;” House bill No. 101, "An act for the registry of voters."

The resolution from the House, asking for the investigation of Geo. C. Crowther, Secretary of the Senate, in relation to the charge of his having received $6,200 from members of the legislature, was then taken up for consideration.

Mr. Simons moved that the resolution be referred to the Secretary of the Senate, and that he be requested to make a statement to the Senate.

Mr. Blair moved to amend, that the resolution be referred to the committee on federal relations.

Mr. Butler moved to amend the amendment by referring the resolution to the committee on investigation; upon which a vote was had, and the amendment to the amendment was adopted.

The original motion as amended was then adopted.

Mr. Crichton moved that House concurrent resolution No. 22, "Relating to alleged restitution of bribe money by members of the Legislature," be taken up for consideration, which motion prevailed, and the resolution was taken up for consideration.

Mr. Moonlight moved that the resolution be laid upon the table; upon which a vote was had, and the motion did not prevail.

Mr. Butler moved that the resolution be adopted; upon which the yeas and nays were demanded, and the roll was called with the following result: Yeas, 16; nays, 11.

Gentlemen voting in the affirmative were: Messrs. Brandley, Butler, Barker, Crichton, Edwards, Grimes, Martindale, McWirt, Murdock, O'Neil, Palmer, Price, Schmidt, Walker, Wilson, J. C., Wilson, V. P., and Winter.

Gentlemen voting in the negative were: Messrs. Blair, Ely, Judd, McFarland, Moonlight, Morrill, Rogers, Simons, Simpson, St. John, and Topping.

Gentlemen absent or not voting were: Messrs. Guerin, Johnson, Martin, Matheny, and York.

And so the resolution was adopted.

Mr. Simons offered Senate concurrent resolution No. 37, "Relative to the Osage ceded lands," which was laid over under the rules.

Mr. St. John moved that the rules be suspended, that the resolution may be considered now; which motion prevailed, and Senate concurrent resolution No. 37, "Relative to the Osage ceded lands," was taken up for consideration.

The question being upon the adoption of the resolution, a vote was had, and the resolution adopted.

Ordered that the Secretary inform the House thereof.
