A PROCLAMATION.

presents shall come GREETING.

WHEREAS, by section 4 of chapter 29,

and section 6 of chapter 30, being

Acts passed by the Legislature of Manitoba, 4-5 Edward 7, and each intituled "An Act to amend 'The Municipal Boundaries Act,'" it is provided that the said Acts shall come into force upon proclamation of the Lieutenant-Governor-in-Council;

And whereas it is deemed expedient to bring into force the provisions contained in said Acts,

Now know ye that, by and with the advice and consent of our Executive Council of our Province of Manitoba, by virtue of the provisions of the said Acts herein above referred to, and of all other power and authority whatsoever in us vested in that behalf, we have ordered and declared, and do hereby proclaim, that on, from and after the first day of March, A.D. 1905, the Acts above mentioned shall come into force and take effect.

In testimony whereof we have caused these our letters to be made patent and the great seal of our Province of Manitoba to be hereunto affixed. Witness our trusty and well-beloved SIR DANIEL HUNTER MCMILLAN, Knight Commander of our most distinguished Order of Saint Michael and Saint George, Lieutenant-Governor of our Province of Manitoba, at our Government House, in our City of Winnipeg,

in our said Province of Manitoba, this twenty-first day of February, in the year of our Lord one thousand nine hundred and five, and in the fifth year of our reign.

2. Incorporating the Town of Hartney, and affecting the Rural Municipality of Cameron.

EDWARD THE SEVENTH, by the grace of God, of the United Kingdom of Great Britain and Ireland, and of the British Dominions beyond the Seas, King, Defender of the Faith, Emperor of India.

A PROCLAMATION.

To all to whom these presents shall come- GREETING.

D. H. MCFADDEN, WHEREAS it is provided by chapter 17, Acting Att'y-General

statutes of Manitoba, 4-5 Edward

VII, that notwithstanding anything contained in "The Municipal Act," the Lieutenant-Governor-in-Council may, by charter or letters patent under the great seal of the Province, incorporate the freeholders and householders of the territory described as follows, namely, section sixteen in township six in range twenty-three west of the principal meridian, in the Province of Manitoba, as a town corporation under "The Municipal Act," with all the powers, and subject to all the restrictions, conferred and imposed upon town corporations by said Act;

And whereas it is expedient to give effect to the above provision,

Now know ye that, by and with the advice and consent of the Executive Council of our said Province, and under and by virtue of authority of the said Act, and of any other power whatsoever in us vested in that behalf, we do by these our letters patent constitute the inhabitants of the locality herein described a town corporation, under the name of "The Town of Hartney," with all the powers, and subject to all the restrictions, conferred and imposed upon town corporations by "The Municipal Act."

And we do further direct as follows: (1) That a meeting for the nomination of mayor and councillors, to be elected to compose the first council of the said Town of Hartney, shall be at Orange Hall, Hartney, on Tuesday, the fourteenth day of March, A.D. 1905, at the hour of 12 o'clock noon, and should a vote be required to elect the said mayor and councillors, or any of them, that the said vote be had and taken at such place or places in the said Town of Hartney as may be determined by the returning officer on Tuesday, the twenty-first day of March, A.D. 1905, between the hours of 9 o'clock in the forenoon and 5 o'clock in the afternoon; (2) that the council of the said Town of Hartney shall consist of a mayor and four councillors, to be elected by the duly qualified electors of the said town; (3) that the manner of holding the said elections shall be by ballot; (4) that the voters' list to be used at the said election shall be the last revised voters' list of the Rural Municipality of Cameron applicable to the territory herein before mentioned and described; (5) that the returning officer at the said election shall be T. B. Woodhull, Esquire, of the Town of Hartney; (6) that the time and place for holding the first meeting of the council elected shall be at the council chamber, in the Town of Hartney, at the office of T. B. Woodhull, on Thursday, the twenty-third day of March, A.D. 1905, at the hour of 8 o'clock in the evening; (7) that the returning officer herein named shall give at least ten days' previous notice of the time and place for holding the nomination of candidates for mayor and councillors, by printed notices placed in conspicuous places in the Town of Hartney aforesaid; (8) that the said returning officer shall preside as clerk at the first meeting of the council elected, and, for the purpose of presiding, shall have and possess all the powers of a clerk of a municipality under the provisions of "The Municipal Act"; (9) that the said council, at the first meeting thereof, shall appoint all necessary and proper officials for the conduct of the affairs of the town corporation, and that all the expenses of the returning officer for holding the nomination and election, and presiding as aforesaid at the first meeting of the council, shall be borne and paid by the council of the said town.
