NOTE BY THE DEPARTMENT OF STATE

Pursuant to Public Law 89-497, approved July 8, 1966 (80 Stat. 271; 1 U.S.C. 113)—

... the Treaties and Other International Acts Series issued under the authority of the Secretary of State shall be competent evidence . . . of the treaties, international agreements other than treaties, and proclamations by the President of such treaties and international agreements other than treaties, as the case may be, therein contained, in all the courts of law and equity and of maritime jurisdiction, and in all the tribunals and public offices of the United States, and of the several States, without any further proof or authentication thereof.”

Note No. 117

The Embassy of the United States of America presents its compliments to the Ministry of External Affairs of Grenada and has the honor to refer to earlier discussions between representatives of the Governments of the United States and Grenada regarding the provision of articles, services and associated military education and training by the United States Government, for anti-narcotics purposes. In addition, the Government of the United States also has the honor to refer to the Government of Grenada's Diplomatic Note No. 601/94, of October 25, 1994, which together with the Embassy's Note No. 093 of September 27, 1994,1 constitutes an agreement between the Governments of the United States and Grenada regarding assurances related to the end-use, security and retransfer of articles, services or associated training transferred under the authority of the Foreign Assistance Act of 1961, as amended,2 successor legislation, or other statutory authorities:

In accordance with these discussions, the Government of the United States proposes that the Government of Grenada confirm this agreement between the Governments of the United States and Grenada and agree that its provisions shall apply with regard to articles, services and associated training transferred to the Government of Grenada pursuant to Presidential Determination No. 96-57.

If the Government of Grenada agrees with the conditions set forth above, the Government of the United States proposes that this note, together with the Government of Grenada's reply stating that the foregoing is acceptable, shall constitute an agreement between the Governments of the United States and Grenada on this subject, effective from the date of the Government of Grenada's reply.

The Embassy of the United States of America avails itself of this opportunity to renew to the Ministry of External Affairs of Grenada the assurances of its highest consideration.

The Ministry of Foreign Affairs of Grenada to the American Embassy

NOTE NO: 150/97

The Ministry of Foreign Affairs of Grenada presents its compliments to the Embassy of the United States of America in St. George's and has the honour to acknowledge receipt of the latter's Note No. 117 dated December 23, 1996, concerning discussion between the Government of the United States and Grenada regarding the provision of articles, services and associated military education and training by the United States Government for anti-narcotics purposes.

The Ministry has the further honour to advise that the conditions as set forth in the said Note are acceptable to the Government of Grenada and together with this reply constitutes an agreement between the Governments of the United States and Grenada on this subject with effect from this date.

The Ministry of Foreign Affairs of Grenada avails itself of this opportunity to renew to the Embassy of the United States of America the assurances of its highest consideration.
