By Mr. Jere N. Williams: A bill (H. R. 1235) to donate to the State of Alabama one additional section of land for each township in the State for the benefit of public schools;

By Mr. Patterson: A bill (H. R. 1237) granting commutation to totally disabled soldiers in lieu of oue quarter section of public laud; to the Committee on Military Affairs.

Mr. Riddle, by unanimous consent, submitted the following resolu tion; which was referred to the Committee of Accounts, viz:

Resolved, That the Committee of Accounts inquire into the expedi ency of paying the folders of the House folding room for extra services performed by them from March 1, 1877, to November 1, 1877.

On motion of Mr. Atkins,

Ordered, That when the House resolves itself into the Committee of the Whole House on the state of the Union on the Army appropriation bill general debate thereon be limited to two hours.

And then,

On motion of Mr. Atkins, the House resolved itself into the Committee of the Whole House on the state of the Union; and after some time spent therein the Speaker resumed the chair, and Mr. Samuel S. Cox reported that the committee, having had under consideration the bill of the House No. 902, (Army appropriation bill,) had come to no resolution thereon.

Mr. Atkins moved that when the House next resolves itself into the Committee of the Whole House on the state of the Union all debate on the pending paragraph be limited to ten minutes.

Pending which,

On motion of Mr. Mills, at 4 o'clock and 20 minutes p. m., the House adjourned.

Resolved, That the Rev. Dr. W. P. Harrison, of the State of Georgia, be, and he is hereby, elected Chaplain of the House of Representatives for the remainder of the term of the Forty-fifth Congress.

The House having proceeded to its consideration,

Mr. Foster moved to amend by striking out the name of W. P. Harrison and inserting the name of J. G. Butler; which amendment was not agreed to.

Mr. Clymer moved to reconsider the vote last taken, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

Whereas charges of a serious character have been and are being made against the management of the navy-yard at Mare Island, California: Therefore,

Be it resolved, That the Committee on Naval Affairs be, and are hereby, instructed to examine into such charges; that all testimony and papers referring thereto be referred to said committee, and that said committee report to this House upon the question of the necessity or advisability of the appointment of a committee to investigate and report upon the same;
